National Assembly opens a branch in Sejong City

On September 28th, lawmakers passed a revision to the National Assembly Act approving the establishment of a regional branch in Sejong City which will serve as a second administrative capital for South Korea.



The South Korean government has decided to establish a regional branch of the National Assembly in Sejong City. On September 28th, 2021, lawmakers passed a revision bill to the National Assembly Act approving the establishment of a regional branch in Sejong Special Self-governing City, a second administrative capital for South Korea. 

 

The idea of moving the government administrative office was first mentioned as a part of relocating the capital from Seoul to Sejong by former President Roh Moo-hyun in 2002. And then, the agenda of establishing the branch office of the National Assembly in Sejong was first raised during the mayoral election for Sejong city in 2012. It was to solve the administrative ineffectiveness and reduce the centralization of the population. And finally a revision to the National Assembly Act for the establishment of its regional branch in Sejong was approved in the 20th Assembly this year. It took them 9 years to reach this decision since the matter was first discussed.

 

National Assembly Speaker Park Byeong-seug welcomed the bill’s passage, saying the relocation of the National Assembly would help solve the difficult task of equally developing our country without gaps between the capital and the other regions. Lee Choon-hee, Mayor of Sejong City said, “This will work to disperse the administrative and economic functions centralized in the capital area to Sejong, eventually leading to the balanced development of our country.”    

 

Following up on the passage of the bill, the secretariat will begin the process of designing a blueprint of the National Assembly building later this year. If everything goes well as planned and all steps are taken without delay, construction will begin in 2024 and its doors be opened by late 2027.  

 

By then, the National Assembly Secretariat, National Assembly Library and 11 parliamentary committees will move from Seoul to Sejong City. This means that about two-thirds of our parliamentary function will be transferred to Sejong City. 

 

Establishing a regional branch of the National Assembly will be the first step to firmly establishing Sejong City as the administrative capital. Officials have already said they will continue to look for ways to move more offices and organizations to Sejong City. Lawmakers are also discussing moving the entire National Assembly and potentially even the presidential residence, Cheongwadae to Sejong City.
